| MERC commenced operations in 1973 as Bangkok's first executive recruitment service. The company was a member of the PA Consulting Group. PA was founded as Personnel Administration during World War II in London. PA, as it became known after the War drew on the talents of those in charge of reorganizing industry during war years to form the most successful management consultancies of its time, increasing in size and scope to rapidly become the largest consultancy company of its kind internationally, outside of the USA. Offices were opened in all countries in Western Europe, Australia, New Zealand, Singapore, Kuala Lumpur, Hong Kong, Bangkok, Jakarta and Tokyo. Although the core business was management consulting, each office also provided recruitment services. By the 1970's PA employed over 2,000 people throughout the world and was active in some 80 countries. In line with PA's policies, each PA country office operated autonomously and in line with its geographic and ethnic environment.
